World Bank and European Commission promote blue economy through new tool

El Banco Mundial y la Comisión Europea lanzan el Marco para el Desarrollo de la Economía Azul (BEDF, en sus siglas en inglés). Este Marco se trata de una novedad en el área de la gobernanza internacional de los océanos. Su objetivo es apoyar a los estados costeros (en desarrollo) en la transición a economías azules diversas y sostenibles, a la vez que aumentan su resiliencia ante el cambio climático.

Dicha transición comienza con la recopilación de datos y aumento de los conocimientos acerca del medio marino y los sectores marítimos. El primer resultado del BEDF será, por tanto, un análisis de diagnóstico completo de las condiciones que podrían permitir o restringir el crecimiento del azul en las áreas de estudio. Estos pueden ser factores ecológicos, económicos o sociales, pero también pueden estar relacionados con el entorno político y normativo.

El resultado de este proceso de diagnóstico conducirá a una hoja de ruta que ayude a los gobiernos a:

  • Preparar reformas políticas, fiscales y administrativas.
  • Identificar oportunidades de creación de valor en los sectores de la economía azul.
  • Identificar inversiones financieras estratégicas.

En resumen, el BEDF ayudará a los países y regiones costeras a desarrollar planes de inversión y reforma de políticas para sus recursos costeros y oceánicos basados en la evidencia.

El BEDF se pondrá a prueba en el año 2019 en tres países costeros: India, Vietnam y Kiribati.

Tras estos estudios piloto, de los cuales se extraerán lecciones importantes, la herramienta será replicable en otras potenciales áreas de enfoque regional que se encuentran en el Atlántico sur, el sudeste asiático y otros pequeños estados insulares en desarrollo.

• The President of the Port Authority of Vigo, Carlos Botana, and the Rector of the University of Vigo, Manuel Joaquín Reigosa, have signed a collaboration agreement laying the groundwork for the joint realization of the 3rd edition of the Scientists Meet Artists program. • The agreement between both entities aims to make this initiative more appealing to the people of Vigo, increasing its impact and visibility while enhancing interaction between the port and the city. • The building of the Real Club Náutico de Vigo has become the canvas on which artist Delio Rodríguez has created a mural of urban art focusing on ocean observation. The goal is to visualize and disseminate aspects related to the marine world.
