Description
The ImpulsaAzul project was created with the aim of training unemployed and working people in sectors of the Blue Economy—one of the areas with the greatest potential for job creation—so that they can acquire and strengthen skills that respond to the challenges and opportunities of the ecological transition toward sustainable fishing and aquaculture. This initiative seeks to improve the competitiveness of professionals by improving their training, developing skills, and, consequently, increasing their employability.
In this context, a group of five leading national institutions in the Blue Economy has been formed: the Port Authority of Vigo, which leads the project, ACLUNAGA, CONXEMAR, the University of Vigo, and Raxia Formación. This project will implement this training and sector strengthening project, with each partner managing its activities.
Over the course of the 24-month project, 15 training activities will be delivered by the five partners (including APV) in both Galicia and Andalusia, totaling more than 1,800 hours of training. All training sessions will be free, with classes delivered through the website and e-learning platform. A training portal will be an innovative support tool, allowing online courses and facilitating communication between students and interaction with the instructor. There will also be a training space for each of the Blue Economy sectors. Courses that include a practical component will be delivered in person.
The expected participation and training of 420 people.
Main activities
Design and implementation of 15 specialized training activities focused on key competencies for a sustainable Blue Economy, such as:
- Blue governance, port legislation, and sustainability (delivered by APV).
- Hydrogen technologies, renewable energy, and emergency management (ACLUNAGA).
- Management of GIS tools, the circular economy, and entrepreneurship in the Blue Economy (UVIGO).
- Practical fishing techniques, catch control, and net work (Raxia Formación).
- Processing, preservation, traceability, and auditing of fishery products (Conxemar).
Training aimed at 420 people (unemployed and workers in the sector) with a total of more than 1,800 hours, distributed between Galicia and Andalucía.
Development and use of an online training portal, with:
- E-learning platform as an innovative tool for online courses.
- Training spaces divided into sectors of the Blue Economy.
- Facilitating interaction between students and teachers.
Delivering the practical part of the courses in person for those training activities that require direct instruction.
Coordinated management among the five project partner entities (Vigo Port Authority, ACLUNAGA, CONXEMAR, University of Vigo, and Raxia Formación), each responsible for its specific training activities.
Promoting gender equity and inclusive participation, encouraging both men and women to access training, with a special focus on unemployed individuals.
Supporting the ecological and digital transition of the maritime and fishing sector, fostering knowledge in sustainability, digitalization, and the circular economy.

- Green Port: The training offered promotes the sustainable use of marine resources, making students and companies in the sector key players in improving skills for the ecological transition.
- Innovative Port: Quality training is provided in the Blue Economy sector, one of the areas with the greatest potential for job creation.
- Inclusive Port: This project seeks the equal participation of men and women, both unemployed (primarily) and workers in the sector. It involves the business sector in training and specialization, updating vocational training and new professional skills, as well as ongoing training.
This project has been approved through a competitive call by the Biodiversity Foundation, within the framework of the EmpleaVerde+ 2025 program. It is co-financed by the European Union with €357,752.85 through the European Social Fund, with a total budget of €556,7852.85.
It began in January 2025 and is expected to be completed in 2027.
